A second source confirmed to Reuters that a request had been made by Ukraine’s Defense Ministry to recruit hackers into the country’s defense system.

However, a spokesman for Ukraine’s Defense Ministry did not comment to Reuters. An official at the Ukrainian embassy in Washington said he could not confirm or deny the “information found on the Telegram Channel”.

On the other hand, Aushev said, volunteer hackers will be divided into a defensive cyber unit and an offensive cyber unit. Defensive cyber units will ensure the security of important infrastructures such as power generation systems and water supply systems. In 2015, a cyber attack by Russian hackers cut off electricity to 2.5 million Ukrainians.
